The IC2 Institute is a strategic center for technology commercialization at The University of Texas at Austin. It is a prestigious international, multi-disciplinary research and education institute that links technology, entrepreneurship, and education to foster sustainable social and economic development around the world. The institute, founded in 1977 by Dr. George Kozmetsky, former dean of The University of Texas Business School and co-founder of Teledyne, is the home of the Austin Technology Incubator and the founder of The Austin Technology Council and The Capital Network. IC2 also offers the world-renowned one-year Master’s Degree in Technology Commercialization.

The EnterTech Project was envisioned and directed by Dr. Kozmetsky. With the advice and assistance of the EnterTech Project Coalition and subcontractors, Dr. Kozmetsky's team of experienced and dedicated staff identified skill competencies to address the needs of targeted learners, educational entities, and employers; provided supervision and direction in the creation and production of the training program; managed product testing and improvements; implemented Texas statewide delivery of the product; provided summative evaluation of program effectiveness; and has now commercialized EnterTech training.

Founded at the IC2 Institute at the University of Texas at Austin, E-Learning & Training Labs is a collaboratory ("laboratory without walls") that brings together transdisciplinary teams from academia, business, and government to synthesize 21st century learning issues with 21st century solutions. ELT Labs partners with business and government at all levels to create leading-edge e-learning research and development.

ELT Labs explores advances in computer-based technologies and the science of human learning to enable more personalized learning environments that are responsive to individual differences.
